In der zweiten Phase fanden am 24. April 2011 rund 1.000 Burgermeister- oder Ratswahlen in weiteren Gemeinden statt, darunter in den meisten der Bezirke Tokios und in vielen kreisfreien Stadten. Ausserdem wurde eine Nachwahl im 6. Wahlkreis Aichi fur das Sh giin, das Unterhaus des nationalen Parlaments durchgefuhrt. Wegen des T hoku-Erdbebens wurden auf Grundlage eines Sondergesetzes 31 Wahlen in den am starksten betroffenen Prafekturen Iwate, Miyagi und Fukushima verschoben, darunter die Gouverneurswahl in Iwate und die Parlamentswahlen in allen drei Prafekturen.
