Overview: Prefácio A Comunidade dos Países de Língua Portuguesa existia já muito antes de ter sido institucionalizada há 10 anos em Lisboa, em 1996. A partilha da língua portuguesa, uma herança histórica e cultural, demonstrou ser um elo muito forte para aquilo que constitui hoje uma associação de oito países em quatro continentes. Por muito diversos que fossem e por mais longe que geograficamente se situassem, estes países sempre se sentiram como parte de uma comunidade cultural, mantendo ligações muito chegadas e cooperando em áreas de âmbito muito vasto. Não obstante, a criação formal da CPLP significou mais um passo em frente. E, julgo que também, um passo pleno de êxito, uma vez que proporcionou um quadro dentro do qual as relações existentes se podiam reforçar e desenvolver. Olhando para trás, julgo que se pode afirmar hoje que a CPLP provou o seu valor, teve êxito nos objectivos que se colocou, isto é, enquanto plataforma para a concertação político-diplomática; na cooperação, seja económica, social, cultural, jurídica ou técnico-científíca; e na promoção da língua portuguesa. É certo que se poderia ter ido mais longe. Mas qualquer análise objectiva da evolução da CPLP deverá distinguir entre aquilo que são dificuldades da Comunidade e do seu processo de institucionalização e aprofundamento e as próprias insuficiências de Estados Membros que se confrontam ainda com os problemas derivados de conflitos anteriores de que saíram recentemente. E vale a pena notar que, mesmo perante situações de crise, a Comunidade não vacilou nem se pôs alguma vez em dúvida a vontade de os seus membros a integrarem e desenvolverem. Olhando em frente, podemos afirmar que a CPLP será ainda mais importante para fazer face, em conjunto, aos desafios de amanha.

A very satisfying read. It has a good balance of dialogue and description. Everything felt like it moved at the right speed. Would probably read it again at some point.
